Baltimore City’s Phone Feud Sparks Debate

A really interesting discussion has emerged as a result of the ongoing dispute between Baltimore City Comptroller Joan Pratt and Mayor Stephanie Rawlings-Blake over $650,000 in taxpayer money that went toward purchasing Voice over Internet Protocol (VoIP)  telecommunications equipment. The two elected officials are battling over who should be in charge of replacing the city government’s outdated communications system.

Maintaining the city government’s phone system has been a primary function of the comptroller’s office since the 1940s, which is why Pratt feels this ball is in her court. Rawlings-Blake believes the mayor’s technology office should spearhead this effort, since it already manages the city’s computers and internet access.

Pratt asserted that the purchase of VoIP phones through the IT office was an incorrect course of action and that the definition of a computer was expanded to include the high tech telephone equipment. VoIP basically means voice transmitted over a digital network, so there is definitely an IT aspect to the technology.
